I've had pluckers before, and they're very sensitive to the slightest changes. There is a slight possibility that he might not let them grow back. I haven't heard about that in parakeets though, so don't worry to much about it. But just keep in mind that you need to make sure that the parakeet goes through a limited amount of drastic changes.
